Sharon Owsley, Deputy Attorney General for California, in conversation with the Rev. Lesley Hay on fresh approaches to lowering recidivism and closing the revolving door back to prison.

About the conversation
The United States has the largest prison population in the world. In 2011, 2.9 percent of adults were behind bars or on parole or probation. Each of California’s estimated 106,000 prisoners costs the state $47,000 per year, but that money seems to be funding a revolving door back to jail rather than rehabilitation: half of released prisoners are re-arrested within a year of leaving jail, and within five years the rate rises to 75 percent.
Sharon Owsley explains the history and progress of a new program in Southern California that aims to shift the focus from punishment to rehabilitation in California’s prison system and allow “triple nons”—non-violent, non-serious and non-sexual offenders—to transform their lives for good.
